Connecticut Rules of Professional Conduct (Connecticut Practice Book) 3.1: Meritorious claims and contentions

What does 3.1 require?

A lawyer may bring or defend a proceeding, or raise or contest an issue in one, only where there is a basis in law and fact that is not frivolous, which includes a good-faith argument for extending, changing or reversing existing law; defence counsel in a criminal case, or in a proceeding that could lead to incarceration, may still require the prosecution to prove every element.
