An I&T costing model, which may for instance rest on service definitions, is set up and applied so that what each service is charged can be identified, measured and predicted and so that users are prompted to use resources responsibly. A cost allocation model is chosen that spreads I&T costs across users in a fair, transparent, repeatable and comparable way, anywhere from sharing common costs evenly to charging by usage. Service catalogues show which services are charged back and which are shared. The model is clear enough that users can see their consumption and charges in categories and cost drivers they find meaningful. Its principles and results are explained to stakeholders and improved in the light of their feedback; it is approved and communicated to management of user departments; and significant changes to it are communicated.
