How the investment portfolio and its programmes perform is monitored and improved at regular intervals throughout the investment life cycle, with ongoing checks that they still fit the road map and the strategy for I&T. The portfolio is reviewed to make the most of synergies, remove duplication and reduce risk. When things change it is reassessed and reprioritised so the target mix holds and value is maximised, with programmes retired or postponed where necessary. Enterprise targets, forecasts, budgets and how closely things are monitored are adjusted to reflect spending and benefits traceable to programmes, and changes are charged back. Metrics gauge what I&T contributes, with targets that reflect capability goals. Every stakeholder receives an accurate picture of portfolio performance, and senior management gets reports on progress and on what is left to spend and deliver. Regular monitoring looks at objectives met, risk reduced, capabilities built, deliverables received and targets reached, and differences between budgeted and actual spending and expected return are identified.
