California Civil Code Section 1950.5 (Residential Security Deposits) e: (e) Deductions limited to reasonable amounts for permitted purposes

The landlord claims from the security only amounts reasonably necessary for the four permitted purposes in (b). It makes no claim, against the tenant or the deposit, for damage or defects that existed before the tenancy, for ordinary wear and tear (whenever it occurred) or the cumulative wear of successive tenancies. Charges for materials, supplies and work by a contractor, the landlord or its staff are limited to a reasonable amount to restore the unit to its condition at the start of the tenancy, less ordinary wear and tear. Professional carpet or other professional cleaning is charged only where reasonably necessary to return the unit to its starting condition.
