The provider must require agents to declare and avoid conflicts, be confidential and transparent, act honestly and in the student's best interests, and understand the Australian international education system and the Code of Ethics. On learning an agent or its staff has breached these, it must act immediately; for false or misleading recruitment it must terminate the relationship or require the agent to end its relationship with the person responsible. It must not accept students from an agent it knows or reasonably suspects is giving unauthorised migration advice, recruiting dishonestly, facilitating visa non-compliance or misusing PRISMS to create CoEs.
