What does 4.1.1.4 require?

When packagings, IBCs or large packagings are filled with liquids, enough ullage must be left so that neither leakage nor permanent distortion results from expansion of the liquid with temperature during transport; the filling procedures must apply the Code's filling limits for the receptacle and the liquid.
