Unless the Regulator approves otherwise, the RTO completes training and issues certification or transfers learners within one year after a replacement product is released; completes and certifies within two years after a qualification is removed without a replacement, and within one year for a removed skill set, unit, accredited short course or module; and enrols no new learner in a product removed from the National Register.
