Australia Standards for Registered Training Organisations 2015 1.11: Clause 1.11 Who may validate: collective competencies and independence

Systematic validation is done by one or more people who together have the vocational competencies and current industry skills for the assessment being validated, current knowledge and skills in vocational teaching and learning, and a Schedule 1 Item 2 or Item 5 credential. People who delivered or assessed the product may take part provided they are not solely responsible for deciding the validation outcome.
