What does C4 require?

Every GMO must be kept within a sealed primary container the whole time it is in the room, except GM animal tissue cultures and GM multi-cellular plant tissue cultures that contain no GM micro-organisms. The guideline notes that pots may act as the primary container for whole GM plants that contain no GM micro-organisms and no pollen, seed or other propagule.
