Australia National Standard for Health Assessment of Rail Safety Workers 2024
Part 3 Procedures for Authorised Health Professionals: appointments, tests and equipment, orientation, examination, medicines, additional tests, reporting and communication – Australia National Standard for Health Assessment of Rail Safety Workers 2024

Australia National Standard for Health Assessment of Rail Safety Workers 2024 3.3: Orienting the worker: accommodate gender, cultural and language needs; before starting explain the purpose and that results will be discussed, explain how information will be collected, used, disclosed and stored (only relevant information, clinical detail confidential and not sent to the operator without consent though it may be discussed with the Chief Medical Officer, and a functional report to the operator); have the worker sign the declaration that information is complete and correct, the disclosure statement and consent to contact treating professionals; check photo ID; if the worker refuses to sign, abandon the assessment, notify the operator and classify the worker Temporarily Unfit for Duty

What does 3.3 require?

The Authorised Health Professional accommodates any special requirements relating to the worker's gender, culture or language. Before the assessment begins the Authorised Health Professional explains its purpose and that the results will be discussed with the worker; explains how health information will be collected, used, disclosed and stored under privacy principles, in particular that only information relevant to fitness for rail safety duty is collected, that clinical and health information stays confidential and is not forwarded to the operator without the worker's consent though it may be discussed with the Chief Medical Officer, and that the operator's report describes function rather than diagnosis; asks the worker to sign the declaration and disclosure statements confirming they understand how their information will be managed, attesting that the information they give is complete and correct, and consenting to contact with their treating health professionals where necessary to determine fitness; and checks the worker's photo identification. If the worker refuses to sign the disclosure or the declaration of completeness, the Authorised Health Professional abandons the assessment, notifies the operator that the examination has not been conducted and classes the worker as Temporarily Unfit for Duty.
