Where no asbestos register exists for the structure or plant, the PCBU carrying out the demolition or refurbishment does not start until a competent person has inspected it to determine whether asbestos or ACM is fixed or installed, assumes it is present where the competent person is reasonably uncertain or parts are inaccessible and likely to be disturbed, and informs the occupier and owner (residential premises) or the person with management or control if asbestos is determined or assumed.
