The objective is that everyone associated with the work shares an understanding of the risks, which workers are affected and how the risks will be controlled, using the risk management process with workers consulted throughout. Identifying hazards involves asking what activities each will do, whether they could affect the work environment, which workers are involved, who else may be affected, which plant or substances each uses, whether others' activities could introduce or increase hazards, what each knows about the hazards and what information another needs. Control involves asking who controls or influences aspects of the work or environment, what each will provide, and what information, training and supervision must be provided and how. Review involves asking what further consultation is needed to monitor health and safety or spot change. The result determines which duties are shared and what each must do to cooperate and coordinate.
