Leaders should understand WHS risks and legal duties, consult genuinely with workers and representatives, take risks seriously by making reporting easy and accessible, allocate enough staff and resources, model safe behaviour and challenge behaviour that does not align with good practice such as ignoring procedures, bullying or harassment, and communicate clearly about action taken. Positive engagement with HSRs and unions demonstrates commitment, and supporting active HSRs can improve safety culture.
