Australia Indigenous Procurement Policy (May 2026)
Section 2 Annual targets for purchasing from Indigenous enterprises – Australia Indigenous Procurement Policy (May 2026)

Australia Indigenous Procurement Policy (May 2026) 2.1: Portfolio targets: a volume and a value target of 3 per cent of eligible procurements in 2025-26 rising by 0.25 per cent a year to 4 per cent in 2029-30, set annually by the NIAA with each Portfolio from AusTender data over the previous three full financial years, with CPR 2.6 contracts excluded from the volume base and Division 2 exemptions (other than Exemption 16), CPR 2.6, coordinated procurements, restricted market codes and agreed extraordinary expenditure excluded from the value base

What does 2.1 require?

Each Portfolio carries two annual targets for contracts awarded to Indigenous enterprises, by volume and by value, both set at 3 per cent of eligible procurements for 2025-26 and rising by 0.25 percentage points each year to reach 4 per cent in 2029-30. The NIAA calculates them in consultation with each Portfolio from AusTender contract data: the expected volume or value of eligible procurements is the average over the previous three full financial years. For the volume target, contracts where paragraph 2.6 of the CPRs applied are excluded; for the value target, procurements exempt from CPR Division 2 (other than under Exemption 16), CPR 2.6 procurements, coordinated procurement arrangements, restricted market UNSPSC codes in Appendix A, and expenditure agreed with the NIAA as extraordinary and unlikely to recur are excluded. Before agreeing a value target the NIAA writes to each Portfolio's Chief Finance Officer to confirm any extraordinary expenditure in the previous year, which is then deducted. The resulting targets in contract numbers and dollars are published on the NIAA website.
