Australia Heavy Vehicle National Law Safety Management System Standard 2026
Part 2 element 2 Risk management (measures 2.1 to 2.5) – Australia Heavy Vehicle National Law Safety Management System Standard 2026

Australia Heavy Vehicle National Law Safety Management System Standard 2026 2.5: Ongoing risk management: treat risk management as continuous, stay aware of whether risks, priorities and controls remain appropriate, respond to change and new information from operations, incidents and near misses, adjust arrangements where risks change or controls no longer suffice, and integrate with hazard identification, assessment, controls and incident learning

What does 2.5 require?

The operator checks whether its risk controls work and reviews and updates them when triggers such as incidents, operational change, emerging risk or a planned periodic review arise, treating risk management as a continuing activity rather than one that ends when controls are chosen; this measure sets no monitoring technique, review cycle, measure or documentation, which belong to other parts of the standard. Five things are looked for. The operator treats risk management as ongoing. It stays aware of whether the risks identified, their priorities and the controls in place remain right as operations continue. It responds to change in operations, conditions, environments or interfaces and to new information from experience, incidents, near misses or issues. Where risks change, new ones appear or controls no longer suffice, it adjusts its arrangements. And this ongoing work is fed by and joined up with its hazard identification, risk assessment, control selection and incident learning.
