The operator assesses identified risks in a manner proportionate to their nature and potential impact, having regard to likelihood and consequences, to understand their relative seriousness and to inform the priority and timing of action; formal matrices, scoring systems or registers are not required and qualitative or comparative approaches may be used where credible. The criteria: risks arising from hazards identified under 2.1 are assessed, as a step distinct from identification; risks are characterised so that different risks can be meaningfully compared, considering potential outcomes, likelihood and severity; assessment outcomes drive prioritisation by relative seriousness rather than ease of management or convenience; assessment reflects the context of the transport activities (operating conditions, environments, interfaces), recognising the same hazard can carry different risk in different circumstances; where relevant, interacting or compounding hazards that raise public risk are considered in prioritisation; and existing controls are taken into account to understand current exposure, without this amounting to a formal test of control effectiveness.
