Where no assessment report exists for a kind of service or a category that the applicant's current approval does not cover, the Minister may act on an advisory report from the independent body. Absent exceptional circumstances the application must be approved where that report states that a representative of the independent body has visited the premises, confirms an appropriately equipped pathology laboratory is there, and records the body's high-confidence view that the premises can be expected to meet the relevant standards for six months, are or will be appropriately staffed with persons to render the services and persons to direct, control and supervise them, and are or will be participating in a quality assurance program of an independent quality assurance body built around the accreditation materials for those services; the report also names the item groups and the category. An approval resting on an advisory report runs for at most six months, extendable in exceptional circumstances only on further advisory reports and for a cumulative total of six more months (section 14), so the laboratory must secure a full assessment within that window.
