Premises are approved only where the Minister is satisfied with a high level of confidence that the pathology services to be rendered there will meet the relevant standards for the kinds of services and the category applied for, and that the premises comply with the Act and these Principles. The application is considered only on the most recent assessment report for the premises from the independent body or a special adviser, and the report must support approval for the kinds of services and the category covered by the application; where it does not, the applicant may narrow the kinds of services or the category and have the amended application dealt with as a fresh one. Absent exceptional circumstances, premises are not approved where, within the six months before the application, the last accreditation action was a refusal or a revocation of accreditation for the kinds of services or category now sought. In practice the approved pathology authority must therefore hold a current, favourable NATA assessment covering every item group and the category it intends to claim before lodging the approval application with Services Australia.
