Australia Food Standards Code Standard 1.2.1 Requirements to Have Labels or Otherwise Provide Information 1.2.1-6: Label every packaged retail food unless an exemption applies

A food for retail sale that is in a package must bear a label carrying the information listed in section 1.2.1-8. The labelling duty does not apply to food made and packaged on the premises where it is sold, packaged in front of the buyer, whole or cut fresh fruit and vegetables in packaging that does not hide their nature or quality, food delivered ready to eat at the buyer's express order (except from a vending machine), food sold at a fund raising event, or food in an assisted service display cabinet. Where there are several layers of packaging only one label is required. Individual portion packs not designed for separate sale with a surface of 30 cm2 or more must also bear a label with their warning and declaration content. Unpackaged food need not bear a label.
