What does 33.3 require?

Compliance with the Standards may be achieved by applying their specifications or by using methods, equipment and facilities that provide an alternative means of access to the service, never a separate or parallel service, with equivalence of amenity, availability, comfort, convenience, dignity, price and safety; this may include direct assistance over and above what is needed simply to overcome discrimination. The operator or provider must consult passengers with disabilities who use the service, or organisations representing people with disabilities, about any proposal for equivalent access, and must be able to demonstrate that the arrangement provides public transport without discrimination as far as possible.
