Australia Commonwealth Procurement Rules (17 November 2025) CPR-10.9-10.12: Write non-restrictive specifications based on performance and international standards

Specifications must not create unnecessary obstacles to trade; where appropriate they must be performance-based and use international standards; brand, patent, origin or supplier references are allowed only where no other precise description exists, with 'or equivalent'; a supplier that helped develop the specification must not gain an advantage.
