Article 29 Working Party Opinion 2/2017 on Data Processing at Work (WP249) 4: 4 No incompatible further use of monitoring data

Data gathered by a system installed legitimately for one purpose should not be turned to another incompatible one: the Opinion names as illegitimate further processing using property-protection systems to check the availability, performance or customer-friendliness of staff, using CCTV to monitor behaviour and performance regularly, and using WiFi or Bluetooth location data to follow a worker's movements constantly. Metadata analysis can be as invasive as reading content.
