ACT Residential Tenancies Act 1997 reg9-10: Regulation ss 8 to 10 Ceiling insulation standard and how it is met

The minimum housing standard for energy efficiency requires required ceiling insulation in all required areas: existing insulation rated R2 or more, or else insulation bringing the area to R5 or more (new insulation, or additional batts or non-cellulose loose-fill to a combined R5). Before insulation work, the lessor must have a licensed electrician inspect for required electrical work (replacing recessed halogen or incandescent downlights with IC-4 rated LED downlights, fitting residual current devices on affected circuits and any other work needed for electrical safety), report, complete that work and report again, and give both reports to the approved installer; lower value foil or cellulose loose-fill insulation under R2 must be removed and the required insulation installed by an approved installer, all by the required date set in regulation s 10(5) (for example 30 November 2026 for premises continuously let since before 1 April 2023, or within 9 or 3 months of the first agreement for later tenancies). Where compliance is likely to cost more than 10,000 dollars, doing the work in as many designated living and sleeping rooms as possible for 10,000 dollars is compliance.
