The business must negotiate with its workers to determine work groups within 14 days of a request, agree the number of representatives and deputies, and must not delay or obstruct the process. Determinations must be recorded and communicated, representatives elected under the prescribed procedure, and the business must give representatives the approved training they choose within the required time and pay the costs. Regulations 16 to 21 set the matters to be taken into account and the procedure for negotiations involving multiple businesses.
