Every party holding a container, or data to be filed for screening, protects the goods from tampering, theft and damage, gives authorities timely and accurate information, and protects that information before, during and after custody. The receiving party inspects the seal at each change of custody of a laden container (visual tamper check, seal number against documents, inspection noted). If the seal is missing, tampered or mismatched, it informs the tendering party and shipper, notes the discrepancy, notifies Customs or law enforcement as national law requires (or otherwise refuses custody until resolved), then affixes a new seal and records its number. Officials who remove a seal to inspect fit a compliant replacement and record it.
