All parties maintain cargo and container integrity using modern technology; AEOs meet at least the 1972 Customs Container Convention and TIR Convention requirements and keep documented procedures for affixing and processing high-security seals and other tamper-prevention devices; Customs keeps a documented seal verification and discrepancy regime, encourages voluntary smart security devices with incremental incentives, and keeps an open dialogue with AEOs on seal breaches and integrity technology.
