Washington RCW Chapter 9.73 (Recording Private Communications and Conversations) 9.73.020: 9.73.020 Do not open or read sealed letters addressed to another person

A person must not wilfully open or read, or cause to be opened or read, a sealed message, letter or telegram intended for another person, or publish any part of one knowing it was opened or read without authority. Violation is a misdemeanor. For an employer this covers post addressed personally to employees.
