A person must not wrongfully obtain knowledge of a telegraphic message by connivance with telegraph company staff, and telegraph company staff must not wilfully divulge a message to anyone but the intended recipient, nor wilfully refuse, neglect or delay its transmission or delivery. Violation is a misdemeanor.
