Virginia CDPA 59.1-577.1 C: Use of age data, device signals and no degradation

What does 59.1-577.1 C require?

Age information may be used only to determine age and provide age-appropriate experiences; a user must be treated as a minor where the device or browser signals it. Parents giving consent gain no extra access to the minor's data or account. The platform may not withhold, degrade or charge more for services because it cannot provide use beyond the daily limit, though it need not offer features requiring a known minor's personal information. Status: as for 59.1-577.1 B (in force 1 January 2026, preliminarily enjoined 27 February 2026).
