A controller in possession of deidentified data must take reasonable measures so it cannot be associated with an individual (the definition points to the HIPAA deidentification standard as a reasonable measure), publicly commit to maintain and use it without attempting reidentification, and contractually oblige recipients to comply with the subchapter.
