What does INT-VII require?

Interpretation Section VII: an airdrop of a non-security digital asset to recipients who give the issuer no money, goods, services or other consideration in exchange (including prior-use rewards announced only after the qualifying period) lacks an investment of money and needs no registration; airdrops in exchange for tasks or services, and airdrops of digital securities, are outside the interpretation.
