Using an export or temporary import control document that contains a false statement or omits a material fact is unlawful, and such statements are treated as made to a U.S. agency for 18 U.S.C. 1001 purposes (127.2(a)). Control documents include licence applications and supporting documents, EEI filings, invoices, declarations of destination, delivery verifications, registration applications, purchase orders, import certificates, bills of lading, air waybills, nontransfer and use certificates and any other shipping or control document (127.2(b)). The EAR likewise prohibits false or misleading representations, statements or certifications, and falsifying or concealing material facts, directly or through others, to BIS or any U.S. agency (764.2(g)), and licence application answers are continuing representations whose material changes must be reported (748.6(f)).

The graph holds this control, the 1 it maps to, and the evidence behind each claim, over MCP and REST.
