US ITAR and EAR - Export Control and Data Security ITAR 120.15(f) and 123.24: Mark packages and certifications for exempt and licensed technical data and mailed exports

What does ITAR 120.15(f) and 123.24 require?

Exempt technical data exports are certified by clearly marking the package or letter '22 CFR [exemption] applicable', with written certifications kept for five years (120.15(f)). Defense hardware sent by the U.S. Postal Service under a licence or exemption must be filed with CBP first and the package marked as subject to the ITAR, citing the exemption or licence number and that export information was filed; technical data sent by post under a licence must be notified to DDTC and the package marked accordingly (123.24). Some exemptions carry their own marking, for example '22 CFR 123.16(b)(2) applicable' on low-value spare parts shipping documents (123.16(b)(2)(vi)).
