US Foreign Corrupt Practices Act (FCPA) B-2: Do not pay through third parties while knowing, or deliberately ignoring, that value will pass to officials

What does B-2 require?

Payments to any person while knowing that all or part will be passed to a foreign official are prohibited; knowledge includes awareness of a high probability, so conscious disregard or wilful blindness to red flags about agents, consultants, distributors or partners does not avoid liability.
