The heads of the applicable agencies, acting through the NSTC and the NITRD programme, develop, and refresh every four years, a government-wide strategic plan for cybersecurity research and development grounded in an assessment of cyber risk and built on existing programmes, addressing objectives such as secure and reliable software-intensive systems, verification that software and hardware (including third-party) are free of significant known flaws and implement only stated functionality, privacy of individuals in distributed systems and networks, robust Internet security protocols, message origin, insider threats, consumer education and digital literacy, and protection of cloud and wireless data; the plan prioritises near-, mid- and long-term objectives, shows how they complement private sector work, focuses on transformational technologies, fosters transfer of results into practice, and establishes a national research infrastructure with academic access; it is developed with industry, academia and stakeholders to avoid duplication, with advice from the advisory committee and a wide range of stakeholders including minority serving institutions and community colleges; an implementation roadmap updated annually specifies each agency's role and evaluation approach, allocated and projected funding and project tracking; and the plan, its updates and the roadmap are submitted to the named congressional committees.
