It is unlawful to sell, offer, manufacture for sale, distribute or import a product that does not conform to an applicable rule or ban, or that is subject to a voluntary recall or Commission order; to fail to make required reports or certificates or to issue false ones; to fail to furnish information or permit inspection; to breach stockpiling rules; to exercise undue influence over testing or split production to evade third-party testing; or to export recalled or banned products. A seller holding a valid certificate, or relying in good faith on the manufacturer's representation, has a defence for noncompliant sales unless it knows of the noncompliance.
