US Automated Commercial Environment (ACE) - CBP Trade Data Requirements RAILEX: 19 CFR 123.93 (final rule 91 FR 55170) Rail carriers: transmit the electronic export manifest in ACE 24 hours and two hours before departure (from 26 October 2026)

From 26 October 2026, for any train departing the United States, CBP must receive outbound electronic rail manifest data through ACE (or another authorised EDI system): the initial filing data as early as practicable and no later than 24 hours before departure from the US port of export, the remaining cargo and transportation data no later than two hours before departure, and empty container data by the time the train is assembled, with updates on discovery of changes. The outbound carrier is responsible for transportation and empty container data and for the cargo data unless another eligible party elects to file it; examination referrals and Do-Not-Load or hold instructions must be resolved. The transmission is not customs business.
