US Automated Commercial Environment (ACE) - CBP Trade Data Requirements EMTEST: 19 CFR 101.9(b); ACE Export Manifest for Air Cargo Test; Electronic Export Manifest for Truck Cargo Test Participants in the voluntary air and truck export manifest tests: file early, answer holds and obey Do-Not-Load

Under 19 CFR 101.9(b), which lets CBP test National Customs Automation Program components with different requirements after 30 days' Federal Register notice, air carriers and freight forwarders in the voluntary ACE Export Manifest for Air Cargo Test (since 2015, renewed in 2021, 2024 and May 2026) agree to transmit export manifest data at least four hours before loading, and truck participants in the test announced in September 2026 agree to send limited data 24 hours before departure and the full manifest two hours before arrival at the port of export. Participants must keep security protocols responding to CBP hold messages, answer CBP questions promptly and comply with Do-Not-Load instructions; misconduct can lead to suspension and penalties, and participation does not remove existing manifest obligations.
