A facility, or part of one, built by, for or on behalf of a state or local government after 26 January 1992 must be designed and built so that people with disabilities can readily reach and use it. The only escape is structural impracticability, a rare case where the terrain itself prevents accessibility features; even then the entity must comply as far as is practicable and must still serve people with other disabilities (for example those using crutches or with sight, hearing or cognitive impairments) when wheelchair access is the impracticable part.
