Operators of public networks or providers of publicly available electronic communications services must guarantee the protection of personal data under the Law in their activity, adopt the technical and management measures needed to preserve security in the operation of the network or provision of the service to the levels required by the implementing rules, and, where a particular risk of a security breach of the public network exists, inform subscribers of the risk and the measures to adopt, without prejudice to the telecommunications rules on public security and national defence.
