Where the Secretary of State has given OFCOM a monitoring direction, OFCOM may give the provider an inspection notice requiring it to carry out surveys of its network, service or facilities, arrange for another person to do so, make staff available for interview, and permit entry, observation and inspection of equipment and documents, to establish whether the direction is being complied with. The provider must not act so as to defeat the purpose of the notice and must pay OFCOM's reasonable costs.
