Network operators and their agents may enter land to install, alter and inspect facilities, but (except on Government land and for inspection and repair) only by day and after 5 business days' notice to the owner or occupier, or a posted notice where the owner cannot be found; must place facilities over roads and waterways so as not to obstruct traffic or navigation; must do as little damage as reasonable; and must compensate injuriously affected persons, as fixed by arbitrators and an umpire.
