Section 508 - ICT Accessibility (Revised) E202.6: E202.6 Undue burden or fundamental alteration: determination, documentation and alternative means

Where conformance would impose an undue burden or fundamentally alter the ICT, conformance is required only to the extent that it does not. Undue burden is judged by the significant difficulty or expense in light of the resources available to the program or component concerned (E202.6.1); the responsible agency official documents in writing why and to what extent (E202.6.2); and the agency provides people with disabilities access to and use of the information and data by an alternative means that meets their identified needs (E202.6.3).
