Section 508 - ICT Accessibility (Revised) 402.2: Speech output for closed ICT with display screens

What does 402.2 require?

Closed ICT with a display screen must be speech-output enabled for full and independent use by people with vision impairments. Exceptions: variable message signs conforming to 402.5; screens showing only status indicators that conform to 409; ICT whose memory or processor cannot support speech may conform to 409 instead; audible tones may replace speech where input is masked for security (such as PIN asterisks); speech is not required for machine location, date and time of transaction, customer account number and machine identifier; and not for advertisements unless they convey transaction information. Speech covers all on-screen information (402.2.1) and all information needed to verify a transaction (402.2.2); it is delivered through a mechanism readily available to all users such as an industry-standard connector or handset, as recorded, digitised or synthesised speech coordinated with the screen (402.2.3); it is interrupted when a transaction is selected and can be repeated and paused (402.2.4); and braille instructions (contracted, per 36 CFR 1191 Appendix D 703.3.1) explain how to start speech mode, except on devices for personal use (402.2.5).
