Saudi NCA National Cryptographic Standards (NCS-1:2020) 2.1.1: Stream ciphers: SNOW 2.0 and SOSEMANUK with unique IVs and single-use keys

What does 2.1.1 require?

The accepted stream ciphers are SNOW 2.0 (specified in ISO/IEC 18033 part 4), with a 128-bit key for MODERATE and a 256-bit key for ADVANCED, and SOSEMANUK (from the eSTREAM project) with 128-bit or 256-bit keys for MODERATE only. The initialisation vector must be at least 128 bits and must differ for every use of a key, each key may be used only once, and successful decryption must never be taken as proof of authenticity.
