Dominant providers must file and obtain the Regulator's approval for all tariffs, rates and charges in markets where they are dominant (unless the Regulator forbears), including tariffs to other providers (42); tariffs must reflect the cost of efficient provision without excessive charges arising from dominance, and the Regulator may order changes; a filed tariff takes effect only after approval, and any arrangement to apply an unapproved tariff is void (40(1)-(6)). No service provider may charge or accept consideration, or impose terms, contrary to an approved tariff (40(7)). Providers must prepare cost studies and price cap proposals when the Regulator orders after consultation (44-45).
