The standard applies to processors, integrated mining and processing operations, independent mines that buy from third parties, upstream traders and exporters (not ASM producers) for all covered minerals and materials received, traded, exported or processed in the assessment period; 3TG processed at the same site follow the mineral-specific standards, and precious group metals add requirements drawn from the OECD gold supplement. Legacy material entered into inventory more than a year before the effective date and assay samples under 0.03 percent of receipts need no origin due diligence if documented; claimed out-of-scope receipts are verified. A company using an upstream mechanism must understand its scope and gaps against the OECD Guidance, receive and keep its information for five years for the auditor, understand the CAHRA context well enough to review that information and judge its leverage, and participate where possible; responsibility for due diligence stays with the company.
