An operator established in the Union may hold AEO status for customs simplifications and/or safety and security by meeting: no serious criminal offences or serious or repeated infringements of customs, tax and other legislation applied by customs; a high level of control of operations and goods through commercial and transport records; satisfactory procedures for licences, authorisations and non-customs requirements including product safety, with non-compliance remedied; instructing staff to inform customs securely of compliance difficulties, suspicious movements or unauthorised handling, with procedures for doing so; financial solvency; practical competence or qualifications (AEOC); and supply chain safety and security standards (AEOS); holders keep meeting the criteria, with in-depth monitoring including an on-site visit at least every three years.
