Article 4a and Annex III (inserted by Regulation 2025/2650): a micro or small primary operator (a natural person or micro or small undertaking established in a low-risk country that places on the market or exports produce it has itself grown, harvested or raised there) is exempt from the statement, record and Article 4(4)(c) duties, and instead files one simplified declaration in the information system before first placing on the market, with name, address, EORI where relevant, HS code, description, estimated annual quantity and country and geolocation or postal address of its plots or establishment; it receives a declaration identifier and updates the declaration on major change. Where a national database already holds the Annex III data, the Member State makes it available and no declaration is needed, but products may move only once an identifier is assigned.
