Regulation (EU) 2023/1115 on deforestation-free supply chains 13: Use simplified due diligence only for low-risk sourcing and document why mixing risk is negligible

What does 13 require?

Article 13 with Implementing Regulation 2025/1093: operators need not perform the Article 10 and 11 steps where, after assessing supply-chain complexity and the risk of circumvention or mixing with products of unknown, standard-risk or high-risk origin, they have ascertained that all commodities come from countries or parts classified low risk; they must provide documentation of the negligible circumvention and mixing risk on request, and revert to full assessment and mitigation and inform the authority when they learn of information pointing to risk. The 2025 list classifies most countries low risk and Belarus, North Korea, Myanmar and Russia high risk; all others are standard risk.
